(1) Vendor needs to provide youth employment permit portal solution. – To ensure that users are able to access online services, Contractor must ensure applications and websites display and function accurately in, at minimum, the two most recent major versions of the following browsers or successor browser, without reliance on special plugins or extensions: • Google Chrome • Microsoft Edge • Firefox • Safari – Contractor must provide a Software Bill of Materials (SBOM) containing details and supply chain relationships of various components used in the Solution. – The solution must allow for multiple roles with varying permissions. – The solution must allow entities to register, verify identity, and be assigned the correct role systematically. – The solution must allow employers to obtain an official, verifiable proof that they are approved to employ minors. – The solution must provide real–time dashboards, visualizations, and exportable reports (PDF, CSV, Excel, etc.) to enable proactive enforcement and data–driven policymaking by State program staff. – The solution must allow for the consumption of inbound APIs/data feeds from external sources. – The application must provide a user–friendly User Interface for data entry and editing. – The application must contain reporting functionality, both standard and ad hoc, with the ability to utilize and configure sorting and filters. – The application must maintain immutable audit logs that capture all system activity, permit issuance, and user access. – The application must maintain a security model to define, manage, and control (e.g., add, assign, revoke) user rights and authorizations (e.g., the information any individual user can view, edit, or delete) via role–based security profiles. – The application must prevent unauthorized modifications or deletions of audit log records. – The application must ensure the website is fully accessible via browsers and scalable handheld devices.
