The State of Michigan is seeking a vendor to provide a comprehensive portal solution for managing youth employment permits. The proposed system must be accessible through the latest versions of major web browsers such as Google Chrome, Microsoft Edge, Firefox, and Safari, without dependence on special plugins or extensions. A key requirement is a Software Bill of Materials (SBOM) detailing all software components and their supply chain relationships used in the solution.

The portal must support multiple user roles with varying permissions and include systematic registration, identity verification, and accurate role assignment. Employers should be able to obtain official, verifiable proof of approval to employ minors. Robust security measures are required, including a role-based access model and immutable audit logs that record all system activity, permit issuances, and user access without the possibility for unauthorized modifications or deletions.

Data-driven decision-making is supported through real-time dashboards, visualizations, and exportable reports in formats such as PDF, CSV, and Excel. The solution should allow integration with external systems using inbound APIs or data feeds. Additional requirements include a user-friendly interface for data input and editing, comprehensive reporting capabilities with configurable sorting and filters, and full accessibility on both browsers and mobile devices. This project will enable Michigan’s state program staff to proactively enforce regulations and support youth employment initiatives efficiently and securely.
