The Department of Veterans Affairs is issuing a pre-solicitation notice for the upcoming Correct FCA Deficiencies Construction Project at the Tucson Consolidated Mail Outpatient Pharmacy (CMOP) in Arizona. This notice is intended to identify and assess the capabilities of qualified construction contractors, particularly those eligible under the Service-Disabled Veteran Owned Small Business set-aside, with experience in commercial and institutional building projects (NAICS code 236220). The estimated cost magnitude for the project ranges from $1,000,000 to $5,000,000, and the contract will be firm fixed price.
The project encompasses a variety of facility and security upgrades based on recent Facility Condition and Physical Security Risk Assessments. Scope of work includes constructing a dedicated fire-rated room for the EES, upgrading the EES to ensure 100% backup for the facility, expanding fuel storage capacity to support a 48-hour emergency supply, and providing N+1 redundancy through installation of a second generator and associated dock modifications. Additional work involves HVAC installation for the mezzanine area, connection of the fire line to a backflow preventer, and replacement of the roof with a TPO membrane system as bid alternates.
Project phasing is designed to minimize operational disruptions and includes loading dock extension, relocation and installation of new trash compactors and ramps, and the electrical and HVAC system enhancements, as well as the completion of bid alternates. A pre-bid site visit will be scheduled, and details will be provided in the forthcoming solicitation documents. Interested contractors are invited to submit capability statements, which will be used for information and planning purposes only.
