The District is seeking a qualified vendor to provide workers’ compensation third party administrator services. The selected firm will manage a comprehensive range of workers’ compensation administration, with a focus on a Total Cost of Risk philosophy and high-transparency reporting. Key responsibilities include reviewing and processing workers’ compensation claims, conducting investigations in consultation with District staff, and maintaining thorough documentation of all cases.
The administrator will be required to admit or deny claims according to statutory guidelines and medical analyses, subject to prior District approval. The firm must pay disability benefits promptly, ensuring medical verification of eligibility, and handle medical reports and payments in compliance with relevant statutes. Monitoring of medical treatment for both appropriateness and cost-effectiveness is expected, along with the management of all statutory filings such as forms WCI, WC2, WC4, WC12, and WC115.
Transparency in fee structures is essential, covering monthly or annual charges, per-claim rates, special project costs, and file conversion fees. Monthly performance and experience reports with trend analysis, annual benchmarking, and data for experience modification calculations must be provided. Additionally, real-time online access for District staff to claims information and adjuster notes is required, as well as investigating and pursuing subrogation opportunities where applicable.
