A government authority in Gloucester, Virginia is seeking proposals for wide area network (WAN) connectivity and high-speed internet services. The scope of work may include leased lit fiber, leased dark fiber, or self-provisioned fiber solutions, with all necessary engineering, construction, installation, equipment, and ongoing services to support the division’s network infrastructure.
Proposals must detail E–Rate eligible costs for WAN goods and services, including provisions for bandwidth increases over the agreement's lifecycle. An SFP+ device is required upon initial installation, and vendors should offer upgraded SFP+ devices without charge to accommodate increased speeds up to 100 Gbps per lit circuit. For non-lit services, fiber must support 100 Gbps throughput over a single pair. All costs, whether E–Rate eligible or ineligible, must be clearly identified in the proposal.
The selection criteria include the technical merit of the proposed solution in meeting or exceeding project requirements, as well as vendor qualifications, personnel, and demonstrated experience with similar or larger-scale connectivity projects. The initial contract term will be four years.
Best-fit vendors:
• Experienced network and internet service providers
• Proven track record with large-scale WAN and fiber connectivity projects
• Familiarity with E–Rate eligible and ineligible cost structures
• Ability to support high-bandwidth requirements up to 100 Gbps
• Established operations or service availability in Virginia
