DESCRIPTION


The agency is seeking a vendor to deliver a comprehensive website redesign utilizing a content management system (CMS) that is scalable, standards-based, and aligned with current and evolving organizational, regulatory, digital, and communication strategies. The selected vendor must embed privacy and security by design, incorporating secure configuration, defined roles and permissions, and documented controls appropriate to the proposed solution.

The project requires an improved user experience (UX), information architecture (IA), and the implementation of accessibility features to support key user journeys and comply with accessibility standards. The CMS must be configured for efficient content creation, approval workflows, and ongoing site maintenance, with provision for structured content, reusable templates, and governance workflows. Technical architecture should ensure scalability, reliability, integration-readiness, and robust performance.

Additionally, the vendor must implement analytics and reporting functionalities to support outcome measurement, site usage monitoring, and continuous improvement, all in line with privacy regulations. Post-launch, training and governance support for administrators and content authors must be provided, along with post-launch stabilization and ongoing site management guidance. All questions regarding the RFP must be submitted by June 15, 2026.
