Vendor needs to provide website redesign, maintenance, content migration, UX and UI design services using CMS. Modernize the site’s design, improve functionality, interactivity and accessibility, enhance user experience for all audiences, and ensure the platform is optimized for accessibility, mobile devices and emerging search and AI optimizations. Build the website within the Authorities Microsoft Azure platform–as–a–service environment, supporting automated updates and version upgrades. Implement a secure, scalable CMS with role–based access and version control. Design and implement security and privacy controls, including informed consent where required for access to licensed third–party content. Ensure transparency of terms of use, data collection, and retention practices. Review the Authority’s objectives, audience needs, and regulatory context. Assess the current website’s content, UX, and technical structure. Confirm key user groups and priority user journeys. Develop an information architecture and sitemap. Create wireframes and page templates for key content types. Support content review and restructuring as needed. Migrate approved content into the new CMS and validate accuracy and performance. Conduct usability, accessibility, security, and cross–browser/device testing. Support deployment, go–live, and knowledge transfer to Authority staff. Provide ongoing website maintenance following launch, including security updates, platform and CMS upgrades, and routine monitoring. Address defects, performance issues, and accessibility compliance over time. Provide defined service levels for support requests, incident response, and issue resolution. Pre-bid meeting will be held on February 5, 2026. Pre-submission question and answer meeting will be held on February 18, 2026.
