Vendor needs to provide website redesign and modernization service using CMS. • Redesign and modernize its public–facing website. • The new platform must improve user experience, mobile responsiveness, accessibility, multilingual access, and customer engagement. • The updated site will integrate seamlessly with essential functions, including bill payment, outage reporting, service requests, account management, job listings, and public records requests software. • Design to improve mobile responsiveness and overall website performance. • Develop an intuitive, customer–first website aligned with modern UX standards. • Provide multilingual content functionality (English, Spanish, Haitian Creole, and more). • Enhance transparency and meet recordkeeping compliance by supporting archiving tools. • Perform a full audit of the current website and content structure. • Conduct discovery, planning, and stakeholder interviews. • Ensure full alignment brand identity by applying approved brand standards, visual guidelines, and messaging throughout the website’s design, content, and user experience. • Create a new sitemap, navigation model, and wireframes. • Redesign the UI/UX with a modern, clean, accessible interface. • Rewrite content for clarity, plain language, and multilingual consistency. • Develop the website on a modern, secure CMS. • Ensure responsive, mobile–friendly layouts across all major devices. • Integrate accessibility features and conduct accessibility audits. The contract period will be for one year.
