A vendor is sought to develop a website and mobile application that delivers secure digital identity, authentication, and navigation services for Veterans. The project aims to provide Veterans with seamless access to digital services and benefits through modernized identity verification and multi-factor authentication (MFA), while ensuring accessibility for users with varying levels of digital literacy and connectivity.

Key requirements include implementing identity verification and authentication mechanisms that are as straightforward as unlocking a phone, yet deliver strong AAL2-level security and phishing resistance. The solution should establish robust user identities through both in-person interactions and enable frictionless digital access thereafter. The scope also involves addressing emerging threats such as AI-generated synthetic identities, deepfake biometric attacks, large-scale credential theft, and long-term cryptographic risks.

All deliverables must comply with or exceed IAL2 and AAL2 requirements, and conform to accessibility standards including WCAG 2.1 AA and Section 508, ensuring usability for all Veterans.
