Essential features for the licenses include secure file storage, role-based access control, audit logging, versioning, robust external sharing controls, as well as mobile and web-based access. Integration with Microsoft 365 and Azure Entra ID is required to enable single sign-on (SSO) and multi-factor authentication (MFA) capabilities or equivalent systems.

The vendor must configure the account to allow administration via a designated dc.gov email address. All setup costs, including any one-time fees, should be included in the pricing for the base period licenses.
