The state of California is seeking qualified vendors to provide comprehensive website design and content management services for a municipal website redesign project. The new website must be converted to a .gov domain and feature a modern, responsive design that prioritizes mobile web implementation, intuitive user experience, and accessibility compliance with ADA and all other applicable government website regulations.
Key requirements include seamless integration of multilingual translation features, a content management system utilizing current best practices, and migration of only relevant content from the existing website. The redesigned site will feature six to eight primary departmental landing pages with clear dropdown navigation, a robust search function indexing all site content (including PDFs and embedded documents), and tools supporting customer service, third-party integrations, and citizen engagement.
Additionally, the selected vendor will be responsible for conducting a thorough audit and inventory of all current web pages, performing a Document Centre accessibility review, issuing a broken link report, reviewing current third-party integrations, generating an accessibility violation report, and compiling a site analytics summary if analytics access is provided. The vendor will also assess content migration complexity, estimate required departmental staff hours for content review, and provide comprehensive risk assessments and mitigation strategies. All questions regarding this solicitation must be submitted by December 19, 2025.
