The State of Texas is seeking a qualified vendor to provide comprehensive website design, development, hosting, deployment, implementation, and migration services for three public-facing regional websites. Each website will serve a distinct program and require a secure backend, branded interface, and full accessibility, ensuring mobile responsiveness and user-friendly navigation. The vendor will be responsible for creating and maintaining intuitive, role-based content management systems capable of supporting multiple program sites, with robust access controls, authenticated sessions, and audit logging to protect sensitive information.

Key deliverables include integration with enterprise and emergency management systems such as Microsoft 365 and Esri ArcGIS Online, as well as future-ready documented APIs for additional third-party services. The solution must offer tools for communication, inquiry management (including bulk emails, surveys/forms with conditional logic), and collaboration to facilitate stakeholder engagement and training logistics. Infrastructure scalability, high availability, and disaster recovery capabilities are essential, along with automated email/SMS notifications. The selected vendor should also ensure seamless interoperability with Microsoft 365 features—such as Azure AD single sign-on, calendar, file storage, and Teams integration—and robust geospatial functionality using Esri ArcGIS Online for interactive maps and secure data access.

The initial contract period for this project will be three years.
