The state of South Carolina is seeking a vendor to provide a comprehensive web content filtering solution, including both hardware and licensing. The solution must support a range of devices—Windows 11 laptops, ChromeOS laptops, and iPads—both on and off premise. Integration with Entrap ID and Active Directory via LDAP or Google is required for user and group identity management, with the ability to import CSV files for migration.
Reporting capabilities must include detailed logs of exact URLs accessed, timestamps, user identifiers, and network information such as IP and MAC addresses. The solution should provide SSL decryption to filter specific URLs using a device-installed agent and cloud proxy DNS. An on-premise appliance is required for guest user devices, such as cell phones and personal computers. Image analysis with the ability to blur adult or obscene content in real-time is preferred, and there should be no endpoint limitations.
Additional requirements include predefined content categories for blocking (e.g., adult, gambling, offensive content), a hierarchical structure for filtering rules, enforced safe search for major search engines, internet access time restrictions for student devices, and differentiated control between district-enforced and teacher-overridable rules. The system must flag at-risk content, detect and restrict VPN and proxy usage, provide details on YouTube videos watched, deliver daily reports for specific student emails, and retain reporting and internet history for at least 90 days.
Vendors are required to submit any questions regarding the solicitation no later than February 27, 2026.
