Vendor needs to provide web–based utility data management system. • Software system capable of handling our complex utility billing environment and that provides intuitive and accessible experience for our accounting and utility staff and our varied campus community users. • The software must use a web–based model accessible via current major web browsers such as Firefox, Edge, Chrome, and Safari. • Software access and data transfer must be encrypted using the HTTPS protocol. • The software service must be capable of ingesting billing, metering, and configuration data in a variety of forms including manual entry by web form and importing a delimited text file or Excel file. • Ability to calculate and generate monthly bills based on meter readings and a custom rate by fiscal year and to add a fixed metering fee. • Conducting audits of bills to detect and flag common data entry errors and abnormal usage or cost. • Ability to set up a workflow to review and approve bills for vendor payment and internal billing. • Ability to make and export corrections to bills. • Reports available for download as formatted PDFs or as Excel data. • User customizable dashboards to display all aspects of the system functionality including usage, cost, bill status, etc. with dynamic filtering. • Map dashboard displaying building locations with energy and cost KPIs.
