DESCRIPTION


The vendor will provide a web-based training development system for provider education on the concurrent treatment of posttraumatic stress disorder (PTSD) and substance use disorders (SUD) using prolonged exposure, known as COPEWeb. The system will strengthen providers’ capacity to deliver COPE to veterans with co-occurring PTSD and SUD and support comparison of web-based and in-person training regarding knowledge acquisition, provider satisfaction, and fidelity.

The solution is intended to address limitations of conventional in-person workshops, including time and travel costs, and expand access for providers working in rural VA-affiliated community-based outpatient clinics. Required services include COPEWeb design and development, UI/UX design and storyboarding, functionality and workflow development or updates, application security aligned with approved guidelines and policies, and development of a SQL backend database.

The contractor will furnish hosting, deployment, system administration, and ongoing maintenance for the application. A standalone application login is acceptable. Clinical content, scripts, module text, assessment questions, and video demonstration content will be provided. The contract period is one year, and questions must be submitted by August 20, 2026.
