The requesting organization seeks a vendor to provide a web-based soil tracking software solution to manage the electronic tracking of movement of excavated spoils and backfill material. The software must house associated electronic paperwork and reporting functions, and support a minimum of 400 individual users. It should include mechanisms for tracking and viewing edits or inputs from any identifiable user for each project.
The software must be accessible from PC web browsers, as well as web browsers and dedicated apps for iOS and Android tablets and mobile phones. Users should be able to create custom bills of lading and manifests, set material budgets, and track these budgets and project progress in real time via a live dashboard. The dashboard should display information such as percent project completion, material budgets, loads per day, approvals, exceptions, storage progress, and hauling summaries.
Notifications must be sent to truck drivers or other defined users via text message or email. The system should track the full chain of custody for each load of soil from the source site, through interim transfer facilities, to the final disposal destination. Integration capabilities with receiving facility scale systems is required, including tare weight functionality and automatic calculation of net weights. The contract period will be three years, and all questions must be submitted by May 1, 2026.
