The project requires a vendor to deliver a web-based solution for the end-to-end inspection and management of pavement, sidewalks, and traffic signs. The solution must support the collection, processing, and analysis of condition data, as well as provide comprehensive visualization and management capabilities via a web-based GIS application backed by a geospatial database.

The platform should include tools for actively managing, updating, and tracking ongoing maintenance programs and infrastructure conditions. Integration with GIS software products is essential, and the project will cover approximately 190 center line miles of road network, which should be segmented from intersection to intersection. The solution must utilize an image-based data collection platform to automatically gather continuous road surface data and conduct analysis and QA/QC of collected information.

The software should contribute to both current and long-term pavement management objectives, helping to determine optimal maintenance strategies based on PCI value ranges and the severity of specific distress types. Emphasis should be placed on providing a user-friendly GIS application that delivers actionable insights for effective roadway asset management.
