The selected vendor is required to provide a web-based parking access and revenue control system (PARCS) featuring comprehensive management capabilities. The system must include a web-based management portal, either cloud-based or on-premises, that offers full, unrestricted access to system configuration, operations, and reporting.
Key requirements include operation as a ticketed system with assisted identification, where customers receive a physical ticket upon entry for clarity and as a fallback option. During exit, ticket presentation is optional in normal circumstances, with License Plate Recognition (LPR) serving as the primary identifier for transaction tracking and exit processing. The system must support searches by ticket, license plate, entry time, and exit time.
iOS and Android application access is required for managing aspects of the PARCS system. A web-based monitoring dashboard must be included, allowing any authorized device to view real-time statistics such as paper supply, errors, and gate issues. Reporting capabilities should be available through the management portal, and the system should support mobile phone-based credentials as well as a public enrollment platform hosting model.
