(1) Vendor needs to provide web–based p–card and payable solutions. • Provision of procurement card (p–card) and payable solutions, associated services and support for the county • Provision and Issuance of P–Cards: The cards proposed must be widely accepted by a variety of merchants. • Card format and design: The County uses two separate designs for their P–Cards, which include separate logos, business names, and tax–exempt numbers that are embossed on the P–Cards. All designs that are submitted after contract award are subject to approval by the County. • P–Card Controls: Authorized users must have the capability to manage P–Card settings and perform real time updates via the bank’s online portal at any time, 24/7. • P–Card suspension and termination: P–Card administrators must have the ability to suspend and close P Cards for convenience. • Web based administration and reporting tool: Platform must offer customizable, flexible reporting tools that retain historical data for up to five years, support unformatted file formats (e.g., CSV), and provide read–only access for specific users. • Billing file security and quality control: P–Card information shall be kept secure, including the transmission of the electronic billing file. (2) All the questions must be submitted no later than Feb 20, 2026.
