The State of Indiana seeks a vendor to provide a web-based learning management system (LMS) offering a user-friendly interface for management staff and trainees. The selected solution must allow quick access to audit logs for demonstrating user training compliance and completion. The vendor will deliver the source code, developer and user documentation, and grant a perpetual royalty-free license for any custom code developed as part of the project.
The LMS is expected to ensure compatibility with the State's standard suite of software, including Microsoft Word, PowerPoint, Excel, Access, SharePoint, and Adobe Acrobat. Comprehensive quarterly business reviews are required, detailing executed work, planned strategies, performance improvements, analyses, and supporting graphics.
Key system requirements include real-time reporting of granular user activity—such as module completion, time spent per lesson, certifications, assessment scores, transcripts, and compliance tracking. The system must also support migration of historical data and transcripts for roughly 35,000 active and inactive users. The contract will span four years, with a pre-bid meeting scheduled for April 29, 2026 and all questions due by May 6, 2026.
