The State of Oregon is seeking a vendor to provide a scalable, web-based Learning Management System (LMS) capable of supporting at least 16,000 active users, with the capacity to retain historical data for an additional 20,000 inactive users. This solution should be modern, comprehensive, and hosted, ensuring accessibility across multiple platforms and devices. The LMS must include both a robust management platform and access to high-quality, off-the-shelf online training content, serving staff and employees of various member organizations in an extended enterprise environment.
Key requirements include the ability to deliver, administer, track, report, and audit learning activities, as well as data migration services for transferring learner histories, course completions, transcripts, certifications, and related metadata from existing LMS systems and content providers such as Open Sesame. The LMS should also offer REST API support for essential functions such as user registration, course management, and data updates.
