(1) Vendor needs to provide web–based learning management system. • Provide a comprehensive, modern web–based Learning Management System (LMS) solution that includes both a robust LMS platform and access to high quality off–the–shelf online training content for use by members. • LMS that supports an extended enterprise environment and enables the delivery, administration, tracking, reporting, and auditing of learning activities for staff and employees of member organizations. • A web–based, hosted solution, that is platform– and device–agnostic. • Scalable platform capable of supporting at least 16,000 active users, retaining historical data for a minimum of an additional 20,000 inactive users, and accommodating projected growth in both users and course activity over the life of the contract. • Data migration services including historical learner data, course completions, transcripts, certifications, and metadata from current LMS and associated content providers, including Open Sesame. • REST API that supports service level authentication and scope for the following minimal activities: user registration, user search/lookup, user read, contact update, course registration, course completion. • Enable uploading, storing and tracking course materials/documents that are not SCORM–compliant (i.e., URL, PDF, PowerPoint, video link). • Enable online access to supplemental resources (i.e., video link, Instructor materials, job aids). • Enable items in the repository to be assigned or attached to courses or training events. • Ability to automatically update rosters based on virtual classroom attendance. • Global catalog availability set by System Administrator based on criteria such as coverage/subscription purchased by organization. • Enable automatic adjustment of catalog content based on learner's organizational changes (e.g., group/audience, talent pool, position, organization). • Confirmation notice includes “add–to–calendar” option compatible with major email providers (e.g., Outlook, Gmail, etc.). (2) All the questions must be submitted no later than Feb 6, 2026.
