The state of South Carolina is seeking a qualified vendor to provide a comprehensive web-based Human Capital Management (HCM) software system. The desired solution must incorporate a core HR system, payroll processing—including multi-state payroll—benefits administration for medical, dental, vision, life, disability, pensions, and other voluntary benefits, as well as modules for recruiting, applicant tracking, onboarding, and employee lifecycle management. Additional required features include health and safety management, risk management, case management and employee relations, as well as robust reporting and analytics tools.
The software should support seamless API integration with other systems and offer advanced document management capabilities such as upload, scanning, and indexing of images and documents, with clear information about any file size limitations. Dashboards for visual analytics—including graphs, charts, gauges, meters, and maps—are essential, alongside AI-driven features like voice-to-text, predictive autofill, and error detection that improve documentation efficiency. The system must also support job and compensation management, employee and manager self-service, electronic signatures, workflow automation and approvals, job requisition management, career site management, employer branding, and comprehensive applicant communication.
