The state courts of Kansas are seeking a vendor to implement a commercial off-the-shelf, web-based digital evidence management system (DEMS). The system will provide a robust technological framework for the secure management, storage, and presentation of digital evidence used in judicial proceedings. It must accommodate a wide variety of digital materials, including documents, spreadsheets, databases, audio files, video recordings, images, illustrations, PDFs, law enforcement body–worn camera footage, publicly captured videos, semi–structured data formats (such as JSON, XML, CSV), and unstructured data.

The proposed DEMS should be capable of supporting statewide demands and must integrate seamlessly into current and future judicial technology environments. Vendors should detail systems proven in similar environments, demonstrating efficient performance, scalable capacity for expanding evidence types and volumes, and rigorous security and data integrity features. The system must ensure evidence is accessible only to authorized users, with confidentiality and integrity maintained throughout. Additionally, it should offer a user-friendly navigation experience, allowing all users—including attorneys, self-represented litigants (pro se), judges, and court staff—to effectively interact with digital evidence according to their assigned roles and permissions.

The contract for this initiative will span five years, with a focus on providing a secure and accessible experience for all user groups across the state's judicial system.
