The organization seeks a vendor to deliver a centralized, secure web-based database solution capable of aggregating disparate data sources into a unified platform. The primary objective is to facilitate access to comprehensive information regarding individuals, businesses, assets, vehicles, licenses, and court records. This platform is intended to assist in identifying subjects, establishing associations, analyzing data patterns, and developing actionable investigative leads.
The solution must provide web-portal access that is compatible with CPUs, laptops, and portable devices—including Blackberry devices—with generated information from portable devices retained for at least one week for subsequent review. Additional requirements include a web-based user guide, and toll-free helpdesk phone or email support available a minimum of 360 days per year. The portal must be universally accessible via internet connection, and support social media monitoring from major platforms including Facebook, Twitter, YouTube, Google+, and Instagram, capturing a range of relevant data such as names, email addresses, usernames, photos, hashtags, and phone numbers.
