(1) Vendor needs to provide web–based data management system and student competency portfolio services.– Robust back–office system for program directors and site coordinators to manage federal 21apr data, daily attendance, staff time and effort, and program quality assessments.– Front–facing student portfolio module that enables students to actively plan, do, and review their own experiential learning projects, linking their afterschool activities directly to the profile of a graduate competency.– Solution shall be a web–based, hosted software as a service (SaaS) platform accessible via standard modern web browsers without requiring local software installation on agency or grantee devices.– Development and deployment of a custom student competency portfolio module that allows students to plan, track, and review experiential learning projects mapped to the profile of a graduate.– Capability for site staff to log daily student attendance via desktop, tablet, or mobile device.– System must generate data export files in the exact format required for batch upload to the federal system.– Ability to report student dosage by activity type (e.g., STEM, Literacy, service learning) and time period.– Functionality to track staff work hours and funding sources to generate federal time and effort logs.– Secure, age–appropriate login for students that restricts access to only their personal project records.– System must track hours spent in specific competencies based on the student’s attendance in tagged activities.– Ability for students to export a graduate profile resume summarizing their competencies and projects for use in college or job applications.(2) All questions must be submitted no later than March 4, 2026.(3) A pre–bid meeting will be held on March 3, 2026.(4) The contract period will be for three years.
