An agency in Colorado is seeking a vendor to provide, implement, and train staff on a web-based contract and labor compliance software system. The system must enable tracking, validation, and secure storage of contractor Section 3 labor hours, as well as certified payroll records for construction contractors.

Key requirements include the capability to generate form letters for instances of non-compliance, detailing the necessary corrective actions, and tools for calculating restitution owed by contractors and subcontractors. The software must support web hosting, allow for the collection and reporting of Section 3 and non-Section 3 new hires, and track trainings conducted to meet federal project participation goals for very low to moderate income residents and participants in housing programs.

Additionally, the system should track apprenticeships, handle Bureau of Apprenticeship Training (BAT) certificate submissions, and provide features for attaching comments and internal notes to individual records. The contract will be awarded for a one-year period.
