(1) Vendor needs to provide web–based contract and labor compliance software.– Provide, implement, and conduct training on a hosted web–based software system (system) which will allow tracking, validation and secure storage of contractor Section 3 labor hours and construction contractors certified payroll records.– System must generate form letters containing appropriate language describing non–compliance and appropriate corrective action steps.– System must have the capability to calculate restitution owed by contractors and subcontractors. – Web hosting capabilities.– Collection and reporting of Section 3 and non–Section 3 new hires and trainings to help document compliance with goals for utilizing very low to moderate income residents and participants in housing programs on federal projects.– System must have the capability to track apprentices, maintain Bureau of Apprenticeship training (BAT) certificate submission.– System must provide the capability to attach comments and internal notes to records.(2) All questions must be submitted no later than December 26,2025.(3) The contract period will be for one year.
