(1) Vendor needs to provide web–based contract and labor compliance software.– Provide, implement, and conduct training on a hosted web–based software system which will allow tracking, validation and secure storage of contractor section 3 labor hours and construction contractors certified payroll records.– Electronic submission of certified payroll and section 3 labor hour data from contractors and subcontractors.– Web site and hotlinks must integrate seamlessly between agency website and web applications.– Secure electronic signatures of personnel authorized by the contractors and subcontractors to certify the payroll reports.– The system must provide the capability to attach comments and internal notes to records.– Storage and maintenance of federal and state prevailing wage rates including fringe benefits and trade classifications.– Provide the capability to attach comments and internal notes to records.– The system must generate form letters containing appropriate language describing non–compliance and appropriate corrective action steps.(2) The contract period will be for one year. (3) All the questions must be submitted no later than December 26, 2025.
