The state of Maryland is seeking a vendor to provide a web-based connector entity application solution designed to facilitate health coverage enrollment and outreach. The selected vendor will support Connector Entities (CEs) that engage or employ certified consumer assistance workers responsible for guiding community outreach activities and delivering in-person application and enrollment assistance through the web-based insurance marketplace.

This solution aims to assist eligible individuals and families with their health coverage applications and provide ongoing enrollment support and consumer assistance services. The program specifically targets outreach to populations that are often hard to reach, including minorities, individuals with limited English proficiency, limited access to computers, and those with low literacy rates. Assistance may be provided in-person, by telephone, or via video chat, depending on the preference and needs of the consumer.

Vendors are required to submit a detailed budget proposal outlining how funds will be allocated in compliance with program requirements. The contract will be awarded for a one-year term. A pre-bid meeting is scheduled for January 13, 2026, and all questions concerning this opportunity must be submitted by January 20, 2026.
