(1) Vendor needs to provide web–based artificial intelligence enabled congressional justification books platform. • Provide technical support and services to develop, implement, and maintain a modernized Artificial Intelligence (AI) enabled Congressional Justification Books (J–Books) platform. • This new platform would consolidate the requirements from four legacy Air Force systems: integrated budget documentation and execution system (IDECS), exhibit automation system (EAS), air force integrated data and analytics system (AF MIDAS), and keystone decision support system (KDSS). • Capabilities to meet current legacy system J–Books requirements and have extensive knowledge of AI–enabled corporate performance management (CPM) platforms, Large Language Models (LLMs), AI Agents • Enable automated business logic for J–Book creation activities with role–based access to consolidated logic packages for different appropriation justification requirements • AI–Enabled Budget System Development. • Corporate Performance Management Platform Integration • Data Integration and Processing • Cloud Architecture and DevSecOps Implementation • Cybersecurity and Compliance Implementation • Enhance J–Book auditability through web–based workflows and comprehensive Congressional reporting capabilities
