The Air Force is seeking a qualified vendor to develop, implement, and maintain a web-based, artificial intelligence-enabled platform for Congressional Justification Books (J–Books). This modernized platform will consolidate the functions and requirements of four existing legacy systems: the Integrated Budget Documentation and Execution System (IDECS), Exhibit Automation System (EAS), Air Force Integrated Data and Analytics System (AF MIDAS), and Keystone Decision Support System (KDSS).
The vendor should possess extensive experience with AI-enabled corporate performance management (CPM) platforms, large language models (LLMs), and AI agents. Key responsibilities will include enabling automated business logic for J–Book creation, providing role-based access to logic packages for various appropriation justification requirements, and integrating advanced AI capabilities into the budget system. The project scope also encompasses the integration of data across systems, implementation of cloud architecture and DevSecOps practices, and adherence to rigorous cybersecurity and compliance standards.
Additionally, the selected vendor will be responsible for enhancing the auditability of Congressional Justification Books through web-based workflows and robust Congressional reporting functionalities. This initiative aims to provide a comprehensive, secure, and AI-driven platform that supports the evolving needs of the Air Force's budget documentation processes.
