The State of Texas is seeking a qualified vendor to provide a web and cloud-based school lottery and placement management system. This system is intended to streamline enrollment workflows, enhance data accuracy, and ensure regulatory compliance while delivering an equitable and transparent experience for both families and educational staff.

The proposed solution must be fully web-based and cloud-hosted, eliminating the need for local installation. It should support student placement decisions for transfers and school choice programs across single-district and multi-campus environments. Role-based access for district administrators, campus staff, and other authorized users is required, along with an intuitive, mobile-responsive family interface. The system must be configurable by district personnel for routine changes without requiring vendor intervention, and provide multilingual access to families.

Additional requirements include robust data encryption at rest and in transit, as well as comprehensive backup, disaster recovery, and business continuity measures. The contract for these services will span one year.
