The required system must deliver real-time weather information, decision support tools, meteorological and pavement forecasts, as well as data access and consultation services.

Key features include delivery of real-time, forecast, and historical weather data through a browser-based application. The system should provide weather charts and graphics such as surface analysis, millibar charts, surface forecasts covering 12, 24, and 36 hours, and temperature charts. Automatic user alerts for lightning strikes within defined watch and warning areas are required, with the system refreshing real-time lightning data every minute. Additional data such as adjusted and actual temperature, wind chill, humidity, cloud cover, and other relevant factors are also necessary.

The solution should employ a user-friendly interface with point-and-click menu capabilities and support meteorological consultation via telephone. Weather warnings and forecasts must be accessible on both cell phones and mobile devices, ensuring critical information is available when and where it's needed.
