(1) Vendor needs to provide watershed studies engineering services to the government authority located in Millersville, MD.– Develop comprehensive 2D watershed models using the river engineering to quantify fluvial and pluvial flood risks within each watershed, or combination of watersheds, designated for study.– Although maintenance of models is not included in this contract, the intent is for the mesh to be maintained at the local level as a 'living model' meaning they will be made publicly available, and kept updated, so that they may be leveraged in future development and permitting applications.– Incorporate coastal and nuisance flood risks into the watershed study models to accurately model tailwater conditions and compound flooding to the maximum extent practical without diminishing or overshadowing the primary goals of Modeling fluvial and pluvial flood risks.– Use model results to understand current and future watershed hazards, vulnerabilities, and mitigation opportunities in each watershed designated for study.– Develop a framework for a watershed study. This is expected to be a series of technical guidance documents.(2) All the questions must be submitted no later than February 27, 2026.(3) The contract period will be for two years.(4) Pre–proposal conference will be held on February 19, 2026.
