The government authority in Sacramento, California is seeking a vendor to provide voluntary accident, critical illness (including cancer), and hospital indemnity insurance plan services. The selected vendor must offer flexible and competitive plans that cover employees and their eligible dependents for major conditions such as cancer, cardiovascular disorders, and infectious diseases. All offered plans must comply with relevant federal and state regulations, including HIPAA.

Vendors are required to provide clear plan documents, certificates of coverage, and summaries of benefits using plain language. Marketing and enrollment materials, such as posters, brochures, mailers, and all associated printing and mailing costs, must be covered by the vendor without expense to the city. The city retains the right to review all printed materials before distribution, and all reports, enrollment support, and marketing activities must be provided at no charge.

Plan coverage must not reduce with age, remain portable for life without requiring evidence of insurability, and include management of all enrollment and claims processing. Additionally, vendors must offer an online platform where subscribers can access plan information, benefit summaries, claims data, premium costs, customer support, and enrollment instructions. The initial contract will be for a period of one year.
