The State of California is seeking a vendor to provide a turnkey voice recording logger system under a three-year contract. The system must enable secure and reliable recording of radio traffic—including both encrypted and unencrypted transmissions—via Internet Protocol (IP) connections, as well as support for NexGen 9-1-1 telephony and readiness for future 9-1-1 advancements. The solution must also offer optional recording of Cisco office telephone calls, analog CAMA trunks, and POTS lines, ensuring broad compatibility with existing communications infrastructure.
Key requirements include robust user access controls with multiple permission tiers for managing talk groups, lines, and console positions. The chosen system should deliver comprehensive data analytics and reporting functionalities, along with dashboards that provide insight into call handling and radio transmission activity. Additionally, the system architecture must align with Federal Criminal Justice Information Services (CJIS) and National Institute of Standards and Technology (NIST) cybersecurity frameworks.
The voice recording logger must support continuous 24/7/365 operations. It should accommodate future expansion for both analog and digital growth and may require coexistence with the current system during system cutover periods. Proposals should address architecture and design for on-premise, cloud, Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS) deployments.
