The Veterans Integrated Service Network 5 (VISN 5) is seeking a qualified contractor to provide a comprehensive web-based Electronic Drawing Development and Management System for eight VA medical centers and associated community clinics. This initiative encompasses the digitization and continual as-built updating of engineering drawings, along with an integrated space management and reporting system. The contractor will be responsible for supplying all required supervision, staffing, software, licenses, secure website access, training, and ongoing backup and support services necessary to maintain and provide access to VISN 5’s building records and files.

Key tasks include meeting with the VA’s Contracting Officer’s Representative to devise a systematic file naming structure, digitizing existing paper drawings (scanning to PDF), capturing relevant metadata, and uploading and organizing electronic drawing files to facilitate accurate sharing among stakeholders. Title block data and unique identifiers for each drawing must be collected and verified by the VA. The contractor will also develop a Capital Asset Inventory (CAI) database and reporting solution, supporting the assignment and tracking of spaces across multiple facilities. Where existing information is incomplete, on-site walkthroughs—coordinated with facility service lines—may be necessary to comprehensively capture space data.

The hosted system must feature multiple modules, including space management, and ensure secure, uninterrupted access for VA staff through a web portal compliant with all federal security and encryption requirements. The contractor is expected to develop the database platform within six months of contract award, collaborate with the VA on portal design, and provide reliable technical support to address user needs. Facility-specific requirements will be implemented through individual task orders as part of this long-term engagement.
