The Department of Veterans Affairs is seeking qualified vendors to establish a Blanket Purchase Agreement (BPA) for video production services and equipment rental to support the Institute for Learning, Education, and Development (ILEAD) Office. This BPA will encompass a wide array of media production tasks such as scriptwriting, producing, directing, videography, audio recording, graphics production, teleprompting, acting, makeup, broadcast engineering, and video editing. Production efforts under this agreement may include live or live-to-tape broadcasts from the ILEAD studio, documentary-style field shoots, conference or training event coverage, and film-style productions using professional actors.

Approximately 40 percent of the required work will take place at the ILEAD studio in St. Louis, Missouri, with the remaining 60 percent occurring at various locations throughout the United States, often associated with VA medical facilities. Contractors must be prepared to provide production staff or freelance personnel for assignments nationwide, adhering to established broadcast industry standards for all aspects of production.

This opportunity is anticipated to be set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), though alternate set-asides or full and open competition may be considered if sufficient qualified responses are not received from SDVOSB firms.
