The selected vendor will be expected to produce high-quality, accessible, and engaging content for use across a range of web, social media, streaming, and community platforms. This includes short-form videos (15–90 seconds) for platforms such as Facebook, Instagram, YouTube, and LinkedIn, as well as longer informational and promotional content showcasing County programs, services, events, and major initiatives.

Key services encompass the creation of audio content like podcasts or radio segments, event coverage, live streaming, and the development of motion graphics, animation, and visual branding elements. Accessibility must be prioritized, with the provision of captioning, transcripts, and alternate text. The vendor will collaborate with County staff during creative strategy and pre-production phases, contributing to content plans, concept development, scriptwriting, storyboarding, and logistics coordination. Full video production capabilities—including multi-camera filming, lighting, audio, on-site or mobile studio setups, and advanced technologies such as green screen, teleprompter, and drone use—are required.

During post-production, the vendor shall deliver professional editing, color correction, and sound design, integrating branding elements, motion graphics, and subtitles as necessary. Content must be optimized for a variety of aspect ratios to suit different digital platforms. The contract for these services will be awarded for a period of one year.
