The Department of Veterans Affairs, Veterans Health Administration (VHA), is seeking information from potential vendors regarding the provision of Critical Communication Software, an Inserter, and a Postal Permit for the Rocky Mountain Regional VA Medical Center. This market survey aims to identify sources capable of meeting the specified requirements and is for information and planning purposes only.
The required solution must include print and workflow management software that is VA TRM certified, 508 compliant, and accompanied by a Verified VPAT. The software should support the designated color production printer, offer five years of service and support, and include a one-year support contract with up to 35 hours per month and a maximum of 12 trips per year. Integration with the System inserter is necessary and the software must produce production control barcodes on every mail piece to enable automated inserting. Additional specifications include the ability to support VMware, run on a Windows 64-bit physical or logical VMware server, and accept multiple input formats such as PDF, PCL5, TNO, PS, and XML, with address indexing capabilities across various job types.
The system must also handle USPS CASS certified address cleansing, support the NCOA database with ongoing updates, and provide USPS PAVE certified sorting. Comprehensive preparation of postal artifacts—including cage/pallet and tray tags, postage statements, qualification reports, and mail.dat files—is required for USPS delivery. Vendors should demonstrate experience with similar communication, mailing, and integration solutions, particularly those with compliance and technical capabilities in a healthcare or government setting.
