The State of Delaware seeks a vendor to provide a comprehensive vehicle tracking system for its fleet. The requested system must enable remote capture of vehicle odometer readings, offer detailed fuel efficiency and energy usage reporting (including for electric vehicles), and provide engine diagnostic alerts along with scheduled maintenance notifications via email. The solution should also include utilization reporting to distinguish under- or over-utilized assets, after-hours and weekend usage analytics, idle time monitoring with automated alerts for excessive idling, and the ability to generate and schedule on-demand fleet vehicle reports.

Additionally, the system must support remote emissions monitoring, integrating automatically with the Division of Motor Vehicles for inspection certification. It should offer real-time vehicle location tracking, breadcrumb history, stolen vehicle recovery, geo-fencing with alerts, configurable speed monitoring, and custom group creation for assets and user permissions. Data retrieval must occur at least every two minutes, and the system should support live tracking of snow plow activity. The contract period is for one year, and all questions must be submitted by April 15, 2026.
