(1) Vendor needs to provide vehicle miles traveled mitigation strategy study services.– VMT Mitigation Strategy Study will include, but is not limited to, identifying multimodal elements to incorporate into Caltrans D12 capital projects, exploring the potential for VMT banking and/or funding alternative projects through Managed Lanes revenue, developing programs to support the reduction of VMT and greenhouse gas (GHG) emissions (e.g. funding for carpool reimbursement, transit subsidies, and/or provision of free transit passes), and investigating the potential for establishing a mitigation fund to support VMT–reducing land use opportunities (e.g. low–income housing subsidies for residents in transit–oriented developments) to further the Department’s sustainability efforts. (2) An optional pre–proposal teleconference will be held on March 2, 2026. (3) All questions must be submitted no later than March 13, 2026. (4) The contract period will be for two years.
