Caltrans District 12 in California is seeking a qualified vendor to conduct a Vehicle Miles Traveled (VMT) Mitigation Strategy Study. The objective of this study is to identify and evaluate strategies that can effectively reduce vehicle miles traveled and help lower greenhouse gas (GHG) emissions within the district.

Scope of work includes identifying multimodal transportation elements suitable for inclusion in capital projects, exploring the viability of VMT banking, and considering funding for alternative projects using Managed Lanes revenue. The vendor will also develop programs aimed at reducing VMT and GHG emissions, such as incentives for carpooling, transit subsidies, and provision of free transit passes. Additionally, the study will examine the establishment of a mitigation fund to support land use opportunities that contribute to VMT reduction, such as offering low-income housing subsidies for residents in transit-oriented developments.

This contract will span a two-year period. Participation in an optional pre-proposal teleconference and the timely submission of questions are important for prospective vendors.
