(1) Vendor needs to provide GPS tracking and management system. The Agency is seeking comprehensive turnkey hardware and software for near real-time location monitoring, status, and specified operational insights for the County's vast fleet of public transportation, vehicles, and equipment. The system must be able to safely monitor and report through an accurate GPS/telemetry data and an intuitive interactive user interface. Hardware requirements include: Global Positioning System (GPS), horizontal positioning accuracy of fifteen (15) feet or better, speed accuracy of 3 feet per second (2 mph) or better, real–time tracking less than or equal to 10 seconds, and tracking at cardinal positioning turn of more than 45 degrees. Software requirements include: a tracking platform with a desktop/laptop/tablet map centered over County and ability to zoom, real-time vehicle trails, viewing entire fleet, and establishing measured trips based on configurations (ignition start/stop, motion stop/start). Multi–map providers such as Google Maps and Open Street Maps must be supported, with ability to toggle features (restaurants, gas stations, POIs). Security and compliance requirements are: end–end–end encryption, device–to–server authentication, encrypted data storage at rest, multi–role user management, and MFA support. (2) All questions must be submitted no later than February 27, 2026.
