The solution must include turnkey hardware and software providing near real-time location monitoring, operational status, and actionable insights. The system should utilize precise GPS/telemetry data, featuring a user-friendly, interactive interface for County staff.

Hardware requirements specify GPS units with horizontal positioning accuracy of fifteen feet or better, speed accuracy within three feet per second (2 mph), real-time tracking intervals of 10 seconds or less, and tracking capabilities for path changes exceeding 45 degrees. The software platform must allow desktop, laptop, and tablet access, provide map-centered views over the County with zoom functionality, display real-time trails and the entire fleet, and enable trip establishment based on configurable parameters such as ignition status or motion events. Multiple mapping platforms, including Google Maps and Open Street Maps, must be supported with options to toggle features like points of interest.
