The government authority in Naples, Florida is seeking consulting services for utility enterprise asset management. Selected firms should possess expertise in asset management planning, programs, and software systems utilized by either the county or those commonly adopted in enterprise asset management. Specialized knowledge in relevant business areas is highly desirable.

Responsibilities will include assisting staff in reviewing existing plans and developing comprehensive project management plans for future system upgrades and expansions. Plans should incorporate best business practices, cost-benefit analysis, fiscal responsibility, regulatory compliance, performance and customer service goals, asset physical capability, repair/rehabilitation strategies, level of service measures, and alignment with the Capital Improvement Plan as appropriate.

Consultants will also advise on the creation of user access controls, application and data security in accordance with county policies, and establish protocols for integrating software applications and managing associated data. They will evaluate and provide guidance on change management processes including asset data modifications, software version control, database schema updates, and user-driven requests. Additional support will be provided for asset onboarding and reviewing asset lifecycle workflows for potential updates.
