A Texas utility organization is seeking a qualified consulting firm to assist with utility billing modernization, metering strategy review, and the implementation of a modern Customer Information System (CIS). The chosen consultant will conduct a comprehensive assessment of the current Advanced Metering Infrastructure (AMI) and Automated Meter Reading (AMR) strategy, evaluating system compatibility and recommending improvements. The scope also includes inventory and evaluation of existing meters, meter reading practices, and supporting systems to identify any operational constraints or accuracy concerns.

The consultant will develop both functional and technical requirements for the CIS and billing solution, addressing components such as rate structures, billing cycles, collections, customer communications, regulatory reporting, system integrations, and cybersecurity standards. The role encompasses oversight of the full system implementation life cycle, which covers configuration, integrations, data conversion, testing, training, cutover, go-live activities, and stabilization post-launch.

Additionally, the selected firm will support procurement evaluation by assessing written responses from prospective vendors, validating their approach, integration capabilities, and support offerings. Project governance will include maintaining the integrated project plan, facilitating project meetings, and managing decision logs, risk registers, and issue logs. The contract is expected to span four years, with all project-related questions to be submitted by February 27, 2026.
