The government authority in Cedar Park, Texas is seeking a vendor to provide comprehensive utility bill printing, mailing, and electronic distribution services. The scope includes the ability to print and mail or electronically deliver all billing information, along with any inserts, to customers on a monthly basis. The successful vendor must be capable of accommodating potential growth in both print and electronic delivery requirements.

Required services include a complete eBilling solution, featuring electronic bill delivery via email and a secure customer portal, online access to current and past bills, and opt-in/opt-out functionality for customers. All aspects of the project, including presorting, artwork, programming, and eBilling, must be handled in-house with no subcontracting permitted.

Bills will be printed double-sided on 8.5"x11" 24# white paper, with the front in 4-color and back in 2-color, transmitted in a fixed XML file format. Mailing will be done using #10 security double window envelopes, enclosing the bill and a return envelope for each customer, as well as occasional inserts. Secure electronic delivery must include delivery tracking and confirmation features. The contract will last one year.
