The State of Colorado is seeking a comprehensive User Lifecycle Management (ULM) platform to automate and secure all facets of user identity and access management within its organization. The proposed solution should streamline the entire user lifecycle—from onboarding and internal transfers to leaves of absence and offboarding—ensuring operational efficiency, enhanced security, and compliance throughout the process.
The platform must seamlessly integrate with both Workday and Microsoft Active Directory, and provide robust management of hybrid identities, including those not managed through Workday. Essential features include automated provisioning and deprovisioning of user accounts, efficient management of user group memberships, and real-time or near real-time synchronization of critical identity attributes. The agency requires functionalities such as automatic generation of initial user credentials, strong security controls, detailed logging, and extensive compliance support.
Additionally, the platform should offer a self-service portal for access requests, customizable and delegated workflows, bulk application management, workflow monitoring, and comprehensive reporting capabilities. An extensive application catalog and support for customizable access request workflows are also required, ensuring that both administrative and end user needs are met with flexibility and scalability.
