(1) Vendor needs to provide unified platform for data collection and reporting application.– System must be built on an event source pattern architecture to be able to track data changes and events while being able to route changes to all required downstream systems.– Solution will be able to customize and extend the functionality of existing modules.– System must be built to support multiple environments, such as development, QA, staging, and production, and the ability to easily transition data from the higher to lower environments.– System shall have the means for a user to login from the application.– System shall have the means for a user's profile to have multiple roles and be associated with multiple organizations.– System shall utilize user–based dashboards that will allow a user to access the major functions of their user role and permissions.– Automated email communications must be integrated and sent.– System shall have the means for a user to click a rule violation in a report and go to the collection to manually correct that error or warning.– System shall have the means to display on the main dashboard a status of current collections, including deadlines, record status, and any actions that need to be taken.– System shall have the means for administrators to be able to create, edit, and remove business rules, as well as change a business rule from a warning to an error and vice versa.– System must provide the ability for authorized users to print the audit narrative in PDF format.(2) All questions must be submitted no later than February 19, 2026.(3) A mandatory pre–bid meeting will be held on February 11, 2026.
