The government authority in California seeks services for developing a Transportation Systems Management and Operations (TSMO) Plan supported by an updated Regional Intelligent Transportation Systems (ITS) Architecture. The selected vendor will evaluate current data governance, ownership structures, and regional data sharing agreements to identify barriers—whether institutional, technical, legal, or operational—to effective data sharing.
