The City of Kirkland, Washington seeks qualified transportation planning and engineering consultants to support a range of service needs. Selected vendors will be responsible for preparing comprehensive reports, design memoranda, technical memoranda, and visual communication and online materials, ensuring timely delivery and high-quality standards.

The consultants will conduct detailed analyses of travel demand and travel behavior for multiple transportation modes, including origin and destination studies and peak travel behavior assessments. Key responsibilities also involve comparing forecasted performance for various transportation project packages, establishing and conducting evaluation processes for plan development and project prioritization, and performing cost-benefit analyses.

Additional duties include developing planning-level performance measures and cost estimates for projects, reviewing proposed design concepts, and assisting city staff in developing strategic plans to address ongoing transportation issues. Consultants may also support research, updating, or implementation of transportation fees, policies, or performance measurement procedures as needed.
