The procuring agency seeks a qualified vendor to provide comprehensive services supporting public transportation initiatives. Scope includes transit planning (corridor studies, feasibility studies, high-capacity transit investment analyses), short- and long-range transit service and infrastructure plans, and transit-supportive land use planning and development coordination. The vendor will also support the creation of performance standards for transit services, strategic public/community engagement, and the production of ancillary reports and memos.
Engineering and environmental services cover preliminary and final design of transit facilities, preparation of construction documents, and support for land acquisition. Marketing, communications, and engagement services are required, including public awareness campaigns, policy and guideline development, graphic and brand design, press releases, and communication materials. The RFP also seeks expertise in technology services such as web mapping applications, trip hailing technology integration, website development, digital visualization (maps, videos, presentations), and associated community engagement.
Project and program management oversight for planning, design, and construction of transit facilities is expected, including independent value engineering and contracting strategies. Financial services include planning, advising, modeling, development of financial scenarios, and consulting on debt issuance and management. Participating vendors must attend a pre-qualification meeting on April 1, 2026, and submit any questions by March 30, 2026.
