DESCRIPTION


The organization is seeking a vendor to provide a modern enterprise Training Management System (TMS) with comprehensive Learning Management System (LMS) capabilities. The solution must support the administration, tracking, qualification, certification, compliance, reporting, and management of employee training and workforce readiness for law enforcement and corrections operations.

The selected vendor will provide a configurable, secure, and scalable solution along with professional services to assess current processes, configure the system, migrate historical training records, establish compliance and reporting capabilities, integrate with applicable county and external systems, train users, support testing, and transition the solution into operational use. The system should provide centralized support for law enforcement and corrections training while adapting to future legislative, regulatory, accreditation, and organizational requirements.

The solution must support integration with Microsoft Entra ID, Active Directory, SAML, multifactor authentication, applicable county identity services, relevant HR and personnel systems, ACADIS, RMS, CAD, scheduling systems, Power BI, and Oracle HCM as applicable. Vendors will also be expected to inventory existing training records and data sources, develop and execute a migration and conversion strategy, provide responsive web access, and support mobile and tablet capabilities. The contract period will be five years, and questions must be submitted by September 25, 2026.
