(1) Vendor needs to provide trail strategy services to the government authority located in British Columbia.– Trail Strategy supported by an updated trail classification system and phased and funded implementation and acquisition plan. The Trail Strategy will enhance recreation opportunities, improve access to nature, increase accessibility, improve geographic equity, connect people to key places and spaces, promote environmental education and stewardship, support active transportation, and contribute to a higher quality of life for residents.– Researching, analysing, developing, and facilitating various engagement events, as well as preparing reports, plans.– A comprehensive review of relevant municipal documents, including current and historic plans, bylaws, strategic plans, initial Community Trail User Survey results, and related initiatives to ensure consistency and alignment;– A comparative analysis of best practices, academic literature, professional standards, and peer municipal approaches; and– Reviewing existing trail classifications, design standards, and specifications to identify gaps, limitations, and opportunities for improvement;– The Trail Strategy will aim to enhance recreation opportunities, improve access to nature, increase accessibility, improve geographic equity, connect people to key places and spaces, promote environmental education and stewardship and support ongoing active transportation initiatives.– Preparing a high–level, city–wide overview plan that considers existing trail inventory, geography, demographic characteristics, urban features, physical barriers, environmental constraints, long–range land use plans, and land ownership, and that identifies opportunities.(2) All the questions must be submitted no later than February 12, 2026.
